When accessing the Accounting link in the admin area on a new install - I get the following error:\

You don't have permission to access /cgi-bin/dir/accountsadm.cgi on this server\

I also get this error and can't access system announcements:\
\
You don't have permission to access /cgi-bin/dir/announcadm.cgi on this server.\
\
I have rechecked the permissions on the files - and all seem correct - any ideas?
