When you relist an item , it will create a new auction of that item so if you relisted the open item you will have 2 open items of the same item. If you mean when you click the relist link it create 2 new auctions besdies that one already exists, then this should not happen and it may be your browser or WIndows mouse settings it sends 2 fast clicks or more when you click the mouse, try to change its click speed to slower.
