I have looked for a config file and am not seeing it? If you can just point me in the right direction or let me know that it can't be done.\

Yes you can change this in the file MediaLib.pm , edit and up/download in ascii mode. Search for the line :
var rotate_delay = 800;
then chnage this value 800 to anything else, this is the tiime in milliseconds between slides.
