You mean the form is submitted but no email received?. Set your email program in admin->Configuration if not

set and also set the email address that will receive the contact us emails.

I set the email in Configuration, I even change the email but still do not work.

What about the other email functions? do you receive the emails when you register as a user or post an item or bid?

Then the contact us form should work as long as you set the email that will receives these emails in your

admin->Configuration. It may be the emails gets lost in your Spam or antivirus.

The Contact email work on the server but not with the auction.

If the register email works or any other email works, then there is no problem with the auction system email settings. The only other thing is the email you set in your admin->configuration and your email clients Spam filters or antivirus. Also make sure always you have the latest cgi files installed.
