You will find in file dashboard.css in the folder app/js , use an FTP program to download it in ASCII mode and use notepad or any text editor to modify it as you like, see the .widget-head a.remove, .widget-head a.edit, .editbox, etc, then upload it to the server also in ASCII mode. the js file for the dashboard also called dashboard.js in the same folder.
