I am needing to change the fees it says when someone starts with us Balance: $25.00000 Deposits: $25.00000 does this mean it gives them a $25 credit or I am accidentally charging them $25 thanks

That means that a user signing up would receive $25 credit on your site to use for auction fees.
You can change that on the second line of General Options in your Admin.
