Bidding - Why does the current bid change to the Max bid? |

With ebay, when you place a max bid, the max bid doesn't become the current bid unless that happens to be the next highest bid. Why is it, when the current bid starts at $10, and I choose to make a MAX bid of $20, the current bid automatically changes to $20?
This may be difficult to explain, but here we go.....(scenario that we tested)
John places a new item for auction, the price is set at $10.
Cathy goes to bid on this item. She sees bid increments of $0.50, along with a blank box for her to place their max bid.
If Cathy puts a max bid of $15, why does the current bid automatically change to $15? Shouldn't it go up by increments of $0.50?
In other words, shouldn't the current bid be $10.50, not $15.
Then if James (a 3rd person) bids on this item (he put a max bid of $13), shouldn't the current bid then change to $13.50 and this person gets and out bid notice? If James bids again, shouldn't he keep getting out bid till he bids $15.50 or more because Cathy placed a max bid of $15?
Then whatever his max bid is becomes the next high bid for someone else to have to beat?
Just Like Ebay....???
