You need to edit the file index.shtml that you placed i nyour root directory to point to your auction.cgi. The normal installation is to install the auction software under a subdirectory off your cgi-bin directory but you did installed it under the cgi-bin itself which will be hard to install other programs under the same cgi-bin. You need to organize your site and install it under a subdirectory off your cgi-bin say cgi-bin/auction.
